For the Intelligence Community, SDA has contributed to a wide range of analysis, design, and development on a broad range of new applications to an array of disciplines, including national security, cyber security, anti-fraud, and identity management, including:

  • Responsible for identifying new and novel approaches to data understanding, especially at very large scale, using innovative data visualization techniques.
  • Provided special assistance in major cases and investigations involving very large databases, comparative data searching and data mining, data extraction, standardization, and conversion.


SDA has been involved in the development of automated targeting systems for U.S. Customs and Border Protection (CBP) since their advent in 1988.

  • SDA personnel were principals in the inception of the Port of Seattle Selectivity Examiner (POSSE) in 1988, the Cargo Container Targeting Information System (CCTIS) pilot project in 1991 and its evolution into the Automated Targeting System (ATS) in 1995.
  • SDA’s foundational application of artificial intelligence techniques—including a rule-based expert system, natural language and statistical approaches, has supported building ATS into the key component to manage risk in all of CBP’s targeting domains and for both cargo and passenger border crossings.
  • In the CBP Targeting and Analysis Systems Program Directorate (TASPD), SDA staff serve in many key leadership roles including lead architect, targeting model developer, requirements and business analyst, web developer, lead database administrator, and PMI-certified project manager.

SDA evolved its core competencies in Big Data, Advanced Analytics and Systems Life Cycle over three decades, while continually advancing technologies to support CBP mission systems. Our work continues every day at CBP.
